In a bowl, combine chili, coriander, cumin, onion, garlic, black pepper powder, and salt. Mix until well combined
Place chicken thighs in a separate bowl and pour oil over them. Add 2-3 teaspoons of the prepared seasoning mix to the chicken, and mix well. Set aside for later use
In a 10x15-inch baking pan, add bay leaves, onion, garlic, 1 teaspoon of leftover seasoning, rice, chicken broth, and butter. Mix well
Cover the baking pan with aluminum foil. Place the pan in a preheated oven at 355°F and bake for 40 minutes
After 40 minutes, remove the foil and continue baking for an additional 10-15 minutes until all the water is absorbed
Remove the baked rice and chicken from the oven and garnish with coriander leaves. Fluff the rice gently, and it is ready to serve
